
Dr. Waman Manohar Dhumane
OVERVIEW

Joined Intellectual Property Office as Deputy Controller of Patents & Designs in 2000. Prior to that, worked as a Scientist in Mineral Exploration Corporation Ltd. (Central PSU) (1974-2000) and had completed 10 R & D projects on analysis and extraction of minerals.
During 25 years of experience in Intellectual Property Rights (IPRs-Patents, Designs, Copyright & Trademarks) (2000-2025), I handled multifaceted responsibilities and positions as under:
i. In Intellectual Property Office (IPO), Government of India during 2000-2012 as:
a. Statutory and quasi-judicial authority as Controller of Patents & Designs;
b. Head of Patent Offices, Head of the Office of Controller General of Patents, Designs and Trademarks, Mumbai and Chief Vigilance Officer for Intellectual Property Offices
c. Officer-in-charge for IPR training & education in IPO and for Rajiv Gandhi National Institute of Intellectual Property Management (RGNIIPM), Nagpur, Government of India,
d. Government Representative in IPR for 15 international IPR meetings/ conferences held in India and abroad,
ii. As Consultant (IPR) to the Office of Controller General of Patents, Designs, Trademarks & Copyright, Mumbai, DPIIt, Govt. of India (2012-2020)
iii. As DPIIT-IPR Chair Professor under DPIIT’s Scheme for Pedagogy & Research in IPRS for Holistic Education & Academia (SPRIHA) (2020-2022) at MNLU Mumbai and thereafter, as Director, Centre Research in IP (CRIP), MNLU Mumbai (2022- 2023)
iv. My present position is the Professor of Practice at School of Law, D.Y. Patil Deemed to be University, and Coordinator for Centre for Facilitation of IPR and Research established at D.Y. Patil School of Law (Dec 2023- to date)
B) i. Submitted “Manual for Indian Patent Office Practice and Procedure” and the Reports on IPR issues like Procedural improvements in Patents, Compulsory Licensing, IP laws amendments, Indian and international patent practices, IPR facilitation for Start-ups & MSME, New Education policy, IPRs & HEIs, Impact of IPR on economy, to the Government of India from time to time
ii. Compiled and edited the book “Utility Model Protection in India” and submitted to DPIIT
iii. Launched Post-Graduate Diploma in IPR and LLM (IPR) courses at MNLU Mumbai
iv. Completed the ICSSR project in Dec. 2023 on “Socio-Economic Impact Assessment of Atal Tinkering Labs and Atal Incubation Centres in Gujarat, Maharashtra, M.P.& Goa” in association with faculties from IIT and MNLU and was a Director for the project.
v. As a Professor of Practice at D.Y. Patil School of Law, IPR outreach activities, IPR training and IP awareness are regularly conducted
vi. Functioned as a Faculty in patents and other IPRs during last 25 years for IPR education and training programmes/courses in IPRs
RESEARCH

· Various aspects related to creation, procedure and enforcement of Intellectual Property Rights
· Remodeling IPR regime in India for augmenting economic growth and strengthening MSME and Startups
· IP-creators’ rights vis-a-vis Optimization of public interest
· Recent technologies and IPR protection in India
· Issues related to accountability, implementation, public interest and misuse under RTI Act.
